East
Java, one of the 34 provinces in Indonesia, has 28 regencies and
9 municipalities with Surabaya as the capital — the second largest
city after Jakarta.
The
province is administratively headed by a governor and as a consequence,
the governor becomes the head of the region. The second level,
regional level, regencies and municipalities are headed by a regent
or a mayor. The first as well as the second level regions have
their own House of Representatives (DPR).
STRUCTURE
OF THE PROVINCIAL GOVERNMENT
As
one of the provinces of the Republic of Indonesia, East Java administers
government based on Act No. 5 (1974) concerning Basic Principles
on Administration in Regional Government.
In accordance with the Act, East Java Provincial Government is
an autonomous region which has one united citizenry under the
law within borders of the region; and it has the right to administer
and to manage its own affairs relevant to the existing law.
The Provincial Government of East Java administratively consists
of: Governor's Administrative Assistance, Regency/Municipality
City, Administrative City, Mayor's Assistance (District), Sub-District,
the Kelurahan (village in urban area), and the Desa (village in
rural area). They can be classified as follows:
